The 9A West Street Promenade and Liberty Street Pedestrian Bridge project encompasses only a portion of the work LGAP team member Tully Construction Co. has performed as part of the Lower Manhattan Redevelopment Program. This project consists of reconstruction of the West Street/Route 9A, the design/build construction of the Liberty Street Pedestrian Bridge, and the access way to the 9/11 Memorial as well as other specialty projects added to the contract to accommodate the Port Authority.
Construction in Operational Facilities:
This project borders the National September 11 Memorial and Museum site. As such, Tully manages traffic from 250,000 pedestrians a day in addition to normal road traffic. LGAP has managed these pedestrians with construction labor and has engaged the NYPD for traffic control.
Coordination with Multiple Stakeholders:
Given the constraints of the site, Tully is coordinating with multiple stakeholders including: the Port Authority, Battery Park City Authority, Brookfield Properties (World Financial Center) Goldman Sachs, the NYSDOT, and traveling public. Our communication plan successfully involves communication and collaboration between all stakeholders.
Fast Tracked Design-Build:
The Liberty Pedestrian Bridge portion of the project was a design-build project fast tracked to provide critical access around the construction site and the Vehicle Security Center. Steel components were fabricated offsite, assembled in staging areas, and lifted into place in continuous shifts. The assembled main bridge structure was lifted into place at 1 AM while sections of the Westside Highway were closed to traffic.
